This position is covered under the Federal Excepted Service under Title 10 United States Code, Section 1746 and Title 5, Code of Federal Regulations Schedule A, Section 213.3106(h).
Selections may be made at any advertised grade/band: AD-11 (Band A), AD-12 (Band B), or AD-13 (Band C). Each increasing grade/band level will entail further knowledge, skills and abilities and complex duties that may be commensurate with compensation.Convey extensive cost estimating knowledge and experience in DoD Program Life-Cycle Cost Estimating. Subject areas of knowledge may include but are not limited to:
Performance of work that involves designing, developing, and adapting techniques relevant to cost estimating processes and cost data analysis in conjunction with data analytics and data analysis.
Implementation of cost estimating techniques applied to agile software development and DEVSECOPS methodologies.
Utilization of agile software development and associated processes.
Analysis and modeling for problems relating to cost analysis utilizing practical knowledge of computer applications.
Analysis of resource requirements and program related issues in support of "what-if" analysis to support program decision making.
Application of a rigorous process of scientific inquiry and analysis to develop cost estimating requirements and provide technical advice in the cost analysis area.
Utilization of a variety of databases such as CADE, JIAT, DAMIR VAMOSC, OSMIS, AFTOC, OSCAM to manage and analyze data.
Utilization of various analytical tools such as @Risk, ACEIT, Excel as well as various techniques such as parametric and nonparametric statistics, advanced regression, data normalization, cost risk and uncertainty.
Monitoring program, projects, operations or activities against short and long term goals and determining realism of estimates using knowledge of cost estimating and various Defense Business systems.
Working in DoD, acquisition programs processing, cleansing and verifying the integrity of datasets used for cost estimating model building and analysis.
Analyzing and employing large datasets for statistical analysis of program life cycle costs.
Utilization of current, cutting edge computer hardware and software systems in performing software cost analysis and providing technical assistance and advice on program cost data.
Performs other duties as assigned.
Creates and/or delivers learning assets and content as needed, and coordinates with partner divisions that manage related curriculum, or that control DAU processes and tools.
Stays abreast of changes and trends in primary functional area, continuously researching, gaining and sharing knowledge in federal communities of practice.
Pursues and maintains digital and data analysis fluency that align with DAU and primary functional area best practices in public and private industry.
Maintains currency in, and actively uses university technology, digital and social media platforms.
Focus on the needs of the customer in a modern learning and business environment that is subject to continual change with respect to platforms, networks and delivery
Serves as a thinking partner with stakeholders and customers, continuously improving product and service delivery to provide the right knowledge and service the point of need through synchronous and asynchronous methods.
Builds relationships and collaborates with peers and program management leaders from all organizations within the area of responsibility.
Basic Education Requirement: Bachelor's or higher degree in operations research OR at least 24 semester hours in a combination of operations research mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semesters hours must have been in calculus. You MUST submit copies of your proof of education, unofficial transcripts are acceptable. Failure to submit required documents by the close of the announcement may result in an Ineligible rating.
In addition to meeting the basic education requirement, to qualify for this position at a respective band/grade level, you must demonstrate in your resume/application that you possess the required years of specialized experience equivalent to one band/grade-level lower (or equivalent) to include having specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in the following:
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Experience processing, cleansing and verifying the integrity of datasets used for cost estimating model building and analysis.
Experience analyzing and employing large datasets for statistical analysis of program life cycle costs.
Experience evaluating budget and financial systems and requirements of a complex program to determine impact of costs.
Experience developing and recommending data analyses, reports and studies that enable ongoing improvement to systems and programs.
Demonstrated proficiency in cutting edge advanced analytical techniques, tools and processes.
Demonstrated ability in communicating complex quantitative analysis and validation in a precise, structured, easily understood, and actionable manner.
The ability to teach and facilitate technical cost estimating skills to students and customers.
PART-TIME OR UNPAID EXPERIENCE
: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE
: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
